Helpful tips for writing Shura Proposal

(by Imam Mubasher Ahmad)

Very soon, local Jamaats will be discussing proposals for the upcoming Majlis Shura. The following points will be helpful while discussing a proposal and sending it to the National Amila:

  • A proposal cannot be accepted if there is already a decision made by Hazur or the Markaz on the concerned matter.
  • Similarly, if a proposal relates to any Shariyyah (Islamic Law) or judicial verdict (Fatwa), it cannot be discussed in our Shura.
  • If there is a proposal that was discussed in USA Shura in the past three years, and a decision made, that proposal will not be included in the agenda.
  • A Shura proposal should be such that most of USA Jamaats can relate to it. It should not be of local nature, that is, it should not deal with any concern of a local Jamaat issue.
  • The proposal should not be International in its scope that deals with events or procedures occurring in other countries.
  • It should not be about an administrative issue that can be resolved by a Department at National level. Most of the proposals that are not included in Majlis Shura agenda are of such an administrative nature that can be addressed by Respected Amir Sahib or a National Department to get resolved.
  • One proposal should deal only with one matter, and it should be indicated under what heading it falls—whether it is a proposal to be considered under “Tabligh”, “Tarbiyyat”, “Talim”, “Finance/Mal” or of “General” category!
  • When a proposal is discussed and approved by the majority members of a local Jamaat, and it is ready to be sent to the National Amila, it is important to write that proposal down in a brief and precise manner.  The wording of the proposal should not be long-drawn. It should avoid giving detailed arguments in its favor. The arguments in favor of a proposal should be noted down by the elected Representatives of the Jamaat to present them during Shura discussions.

Some samples of proposals that were approved for Majlis Shura agenda in the past:

Tabligh: “As directed by Hazur (aba) we are about to launch the “Peace through the Messiah” campaign. The safety and security of mankind depends on people accepting the Promised Messiah (as) and coming under the shield of Khilafat-e-Ahmadiyya. How can we successfully convey this message to our fellow Americans?”

Tarbiyyat: “The youth (and other members as applicable) need to be more involved in Jamaat and integrated in Nizam-e-Khilafat to strengthen the future of the Jamaat in USA. What are the factors which can be appropriately considered in promoting that end? There is a need to involve the youth through the Khuddam-ul-Ahmadiyya, but how is it best accomplished with the Jamaat in general?”

Tarbiyyat: “Given the pervasive influence of and easy access to internet (social media, YouTube, etc.) what preventive and punitive measures should be taken to protect our members, especially the youth, from immodesty and immorality?”

Rishta Nata: “There is a need to develop a greater awareness of, and promote the Islamic way of marriage, among our membership. What are the ways which can be adopted? What factors are in need of greater awareness than exist at present?”
